   1. Registration certificate/trading license for both local and international firms
2. Bid submission form signed and stamped.
3. Signed Statement of Integrity, Eligibility and Environmental and Social Responsibility
4. Letter of authorization if a Proposer submits its own bid” and a “notarized Power of Attorney” if an Agent submits the bid on behalf of a Proposer.
5. Joint venture agreement (if applicable)
6. Bid Security shall be required, the amount and currency of the Bid Security shall be One Hundred and Sixty Thousand Euros (Eur160,000) or its equivalent amount in a freely convertible currency .
7. Manufacturer authorization for the proposed equipment from the manufacturers only
8. The bidder is required to bid with two solutions/technologies and should be reflected in the financial proposals
9. The bidders should use the provided forms in preparation of their bids
10. Pre-bidding meeting1 (Virtual meeting): To be organized 2 weeks after publication (08th November 2024)
11. Pre-bidding meeting 2 (hybrid meeting): To be organized on 22nd November 2024
12. A non-mandatory site visit will be open from 2nd to 6th December 2024, starting from 10 AM to 1 PM for the sample size determined by the client, Joint-venture with local companies is strongly encouraged
13. Letter of authorization (if a supplier submits its own bid” and a “notarized Power of Attorney” if an Agent submits the bid on behalf of a supplier.
14. Bid Security is required and the amount and currency of the Bid Security shall be One Hundred and Sixty Thousand Euros (Eur160,000) or its equivalent amount in a freely convertible currency or equivalent
15. The company/joint venture /consortium should submit an approved line of credit of at least Euro 2M or equivalent .
16. Manufacturer authorization for the proposed equipment from the manufacturers only for the two proposed technologies/solutions
17. Submission of audited financial for the last 5 years to demonstrate the current soundness of the Bidder’s financial position based on the following criteria, the audited financial statements shall be provided to justify the bidder’s annual turnover
18. Minimum average annual supplier turnover of Euro 5M calculated as total certified payments received for contracts in progress and/or completed within the last 5 years (2023,2022,2021,2020,2019)
19. The bidder should have a proven track record in the networking and cybersecurity industry with a diverse client base across various industries including Govern. Provided documented case studies and success stories showcasing successful SD-WAN implementations, Performance on similar projects with Two projects of at least USD 5,000,000 each in the last 5 years from the closing date of this tender with Similarity being in complexity and scope. This must involve supporting and implementation of SD-WAN, MPLS WAN, Network Security and Network Monitoring and Management Systems. (The bidder should provide completion certificates with Local Service Orders (LPOs)/Local Purchase Orders (LPOs) / contracts / testimonials on performance of similar projects

20. The company should submit the technical proposal with a detailed description of the bidder's approach to achieving the project objectives. This should include the methodologies, best practices, and tools the bidder will employ to ensure successful delivery of the project, Integration Strategy: A detailed plan illustrating how the SASE architecture will integrate with the Government’s existing network. This should include diagrams and descriptions that clearly show the interconnections between the SASE components and other critical systems, Interoperability: An assessment of the proposed SASE solution's interoperability with both existing and new technologies, ensuring that the architecture can fully support the Government’s operational requirements, Scalability and Flexibility: A demonstration of how the proposed SASE solution can scale to meet future Government needs and adapt to evolving security threats and technological advancements, Compliance: Assurance that the proposed architecture meets the Government’s security standards and complies with relevant regulations, ensuring a secure and resilient network environment.

21. Detailed implementation work plan in line with the implementation timelines Tentative Work Plan: A preliminary schedule outlining the key phases and milestones of the project, including timelines for the completion of each phase. The work plan should demonstrate the bidder's understanding of the project scope and the steps required to meet the deadlines.

22. The company should submit two technologies /solutions as part of the technical and financial bid and please note that submission of one technology might lead to disqualification

23. The companies are encouraged to form consortium/joint venture agreement to boost their technical and financial capacity

24. The evaluation process will prioritize energy-efficient solutions in the procurement of all active devices. Bidders are required to demonstrate a strong commitment to optimizing energy efficiency while ensuring performance. Proposals must include comprehensive technical documentation (Certifications if any) on energy efficiency of all active devices
25. The client shall request the successful bidder to review the designs prior to implementation of the project
26. The contract shall be based on the unit prices as indicated in the technical specifications for the entire period of the project
27. The service provider should submit the signed CV’s of the proposed key staff and staff allocation plan)
