   Determination of the similarity of the experiences will be based on:
 The nature of the Services - notably experience of implementing administrative and financial procedures with local authorities or governmental bodies, knowledge of Ethiopian institutions and of managing international development projects
 The technical area and expertise - notably exerpience of managing international development or governmental projects, and excellent standard in written Amharic as well as fluent speaking and writing
 The location – time spent across Sodo (administrative capital) and Dilla (where the WS and Agriculture Bureaus are based in the South Region, and between Hossana (administrative capital) , Durame (where Agriculture Bureau is based) and Wolkite (where WS Bureau will be based) within the Central Region.
