   6. A Consultant will be selected for the Services Contract under the Quality and Cost Based Selection (QCBS) procedure as described in the RFP Document.
7. Participation in this procurement process is open to all interested international and national Consultants. The attention of interested Consultants is drawn to the key qualification and award criteria detailed in Section 3 of the RFP Document, which include:
a) The Consultant has successfully completed at least two (2) similar projects in consulting services contracts, each with a magnitude value of US$ 1,000,000.00, within the last 7 years - from 1st January 2019 to the submission deadline (similar in scope as required in ToR) as Lead Firm or Joint Venture Partner.
b) The Consultant has experience in at least two (2) consulting services projects in Timor-Leste, or three (3) consulting services in Southeast Asia, or five (5) consulting services projects in other developing countries.
c) Approach and Methodology.
d) Key Experts.
8. The minimum passing score for consultant qualification is 650 points. The Consultant must submit the entire qualification document as required in the RFP Document.
