The Government of the Republic of Liberia (the “Government” or “GOL”) has applied for grant funding from the Millennium Challenge Corporation (“MCC”), called a Compact (the “Compact”), to help accelerate economic growth and poverty reduction in Liberia. The Government has established a Compact Development Team (CDT) unit within the Ministry of Finance and Development Planning (MFDP), for the purpose of developing the proposed Compact.
To support these activities, MCC and the Government are expected to enter into a Compact Development Funding (CDF) Agreement, anticipated to be executed in December 2026, under which MCC will provide grant funding, currently estimated at approximately US$12 million and subject to revision, pursuant to Section 609(g) of the Millennium Challenge Act of 2003, as amended (the “Act”), to facilitate the development of a proposed Compact between the United States of America, acting through MCC, and the Government. The Government also intends to provide counterpart funding toward the development of the proposed Compact, currently estimated at approximately US$2.3 million and subject to revision. MCC is an independent U.S. Government agency focused on unlocking economic growth through results-driven foreign assistance. MCC grants support large-scale infrastructure, strategic reforms, and economic modernization. MCC advances America’s interest by delivering measurable returns to both recipient countries and U.S. taxpayers, through expanded commercial opportunities, strengthened economic partnerships, and sustainable economic growth. The proposed Compact is currently in its initial stage of development and is expected to include investments in economic and governance infrastructure in the energy sector. The proposed Compact will include grant funding from MCC and a contribution from the Government. |
